Open Stack

We haven’t talked about the process for deferring incomplete specs. I submitted a review [1] to simply remove them from juno, with the understanding that their author (or a new owner) can resubmit them for kilo. Please look it over and vote on the review. If we need to have a process discussion, we can do that in this thread since it’s easier to follow than gerrit.
