[openstack-dev] [Heat] Feedback required on convergence observer implementation

Hi All,

As a part of the implementation of Convergence BP, I have submitted change (https://review.openstack.org/#/c/118143/ ) for moving the implementation of check_create_complete method of 'server' resource to Observer. To start with, for Juno, the convergence feature will be turned off by default for avoiding upgrade issues (since the convergence related services won't be running). To enable convergence, one should set the 'convergence_enabled' flag (to True) in the heat configuration file and ensure that the convergence service(s) (at this time only heat-observer service) are running!

This is an initial patch; please give it a look and provide your valuable feedback/suggestions on the overall approach.
