openstack-stable-maint list is now configured to discard posts from
non-members and reject all posts from members with the followng
message:

 openstack-stable-maint list has been made read-only, explicit
Reply-To: header is set to
  openstack-dev at lists.openstack.org
 in list options.
 All stable branch maintenance related discussion should happen on
 openstack-dev list with [stable] tag in the subject.

Currently the only address allowed to post is jenkins at openstack.org
for periodic job failures.
Distros are encourage to apply their email address from where they
will post their 3rd party CI results on stable branches.
