[openstack-dev] [Nova] [Neutron] Rootwrap daemon ode support

It hasn't been started it yet. AFAIR Nova people wanted to see it working
in Neutron first (and I asked them too late in Juno cycle), so I tried to
push it to Neutron only first.
I don't know if anyone is interested in implementing this for Nova but I'll
ask around.
