[openstack-dev] [Fuel] Hard code freeze 5.0 announcement

Stackers,
according to https://wiki.openstack.org/wiki/Fuel/Hard_Code_Freeze,
we call for a HCF.

It will take some time to switch all required CI infrastructure to handle
both stable/5.0 (which was just created), and master branches.

Since now, master is open for merges of everything deferred to 5.1. If we
find any Critical bugs for 5.0, then patch *must be merged first into the
master, and only after that it can be accepted into stable/5.0*.

Folks, we fixed enormous amount of bugs in this release. With the ground
for future Fuel upgrades based on LXC and Docker, endless amount of fixes
for OpenStack HA, it is huge leap forward for all of us. Thank you guys for
the hard work!
