An idea. Instead of everyone (cinder, nova, keystone, ...) copying 'tests/test_titles.py' Why not instead use something like https://pypi.python.org/pypi/doc8 which I just published that can do most these *.rst style checks in a way that is more useable and actually reports line numbers and such...
