Open Stack

This is a small PSA - with the addition of heat environment file
support in devtest_overcloud users can now pass any parameter they
want in (if its not already being set by devtest_overcloud.sh).

So:
 - there is no need to add corner case parameters to
devtest_overcloud.sh unless they require derivation logic to determine
their value
 - if we need to set an option to work in test VMs where the
production value is different, we should guard it somehow - e.g. by
seeing if we're using VMs, or if the option is already present in the
environment file honour that value.
