We just merged the change that opens the master branch for Juno development:

We will be releasing icehouse-rc1 from the commit that precedes the
above patch. If anything comes up that warrants another release
candidates, please get in contact with me directly.
On the Juno front, we are now ready to start accepting and reviewing
Juno blueprints. The process is documented here:
https://wiki.openstack.org/wiki/Blueprints#Creation
If you have any questions not answered by that page, please bring them
up so that we can ensure the process is adequately documented.
