[openstack-dev] [horizon] horizon PyPi distribution missing

I am not sure what is the root cause, but before I post my comment I
checked the following
(with Horizon Icehouse-3 and Havana update 3) and it worked as expected.
$ virtualenv test
$ cat requirements.txt
$ source test/bin/activate
$ pip install -r requirements.txt
