Our end goal is to be able to move to just use Neutron LBaaS. For example
SSL termination is not in Libra and we don't want to have to implement it
when it is already in Neutron LBaaS. the same with L7 policies.
Having the service be resilient beyond just a pair of HA proxies is a biggy
for us. We cannot expect our customers to manage the LB themselves.
