[openstack-dev] Rolling upgrades in icehouse

Chris, thanks, I suspected it was not trivial.

As we progress further with the rolling upgrade scenarios, we can work together on the best approach for the
least bumpy path between compute cells and API cells.

Sounds like the minimum bumps approach is currently

- upgrade API cells
- upgrade QA cell
- upgrade production cells
