That change modifies a script which gets preinstalled on all job
worker images (the snapshots from which we boot worker instances).
Unfortunately a bug was preventing new images from being created
successfully, now fixed with https://review.openstack.org/99263 but
daily slave rebuilds don't complete until around 1500UTC so it will
still be a couple of hours before a recheck comes back clean.

Separately, https://review.openstack.org/98947 adds the overlap of
Sphinx versions which should have been present in the change
triggering these failures but has not been approved by requirements
core reviewers yet.
