Hi stackers,

When I use the createBackup API, I found it just snapshots the root disk of the instance.
For an instance with multiple cinder backend volumes, it will not snapshot them.
It's a little different to the things in current createImage API.

My question is whether it's reasonable and discussed decision?
I tried but can't find the reason.
