Hi everyone,

I’d like to propose the following Hyper-V driver feature parity blueprint spec for an expection:

The Nova Hyper-V driver is currently not implementing host power actions as specified
in the driver interface.

The actions that can be implemented are limited to power off and reboot. Power on cannot be
implemented as the driver runs on the host itseft.

The implementation is fairly simple, limited to the Hyper-V driver subtree and can be submitted
as soon as the blueprint is approved.
