The question of deprecation is one of what we can get away with changing in
the contract with VMs.  At the moment VMs don't have to do DHCP.  For as
long as that's true (and, at least with some of the VMs I work with, even
enabling DHCP involves sneaking in some config, so I would prefer that to
always be true) then we need config-drives as well as metadata servers.
(You can emulate it with cinder volumes, but they're short lived and the
whole thing's a bit horrid.  There's no other convenient way I know of
where you can make a disk that has initial content that is VM-specific and
with a VM lifetime.)
