We're spinning up a new full mirror using bandersnatch. The new mirror
is live and we've reconfigured the slaves to use it.

At this point, all builds from all slaves should be using the new full
mirror. We have one or two things we still need to fix to fix the oslo
pre-release thing (basically, we need to rework the requirements
integration job)
