Yeah, recent Heat master requires fixes to a couple of Keystone bugs, so if
you're using recent Heat with Havana openstack, it won't work until these
bugfixes are backported (both are now in Keystone master and the I-2
milestone release)

Apologies for any transitional pain this causes folks, but I couldn't wait
