[openstack-dev] sqla 0.8 ... and sqla 0.9

With the taskflow update, the only thing between upping our sqla 
requirement to < 0.8.99 is pbr's requirements integration test getting a 
work around for pip's behavior change (which will currently not install 
netifaces because it's not on pypi... also it's largely abandoned). 
Monty said he'd resolve the requirements issue shortly.

That done, I think we should dive in on sqla 0.9, so we don't end up in 
the same spot again in the future. From what I can see our first gate 
explosion happens in sqlalchemy-migrate, as a couple of 
incompatibilities crept in. A first stab is here -

There are still a few more things to fix, which are a bit more subtle. 
So anyone that can give migrate some eyes would be appreciated.
