That's not true, there are 3 ways out of incubation: 1) The project
withers and dies on it's own. 2) The project is spun back into
Neutron. 3) The project is spun out into it's own project.

However, it's worth noting that if the project is spun out into it's
own entity, it would have to go through incubation to become a fully
functioning OpenStack project of it's own.
