[openstack-dev] [nova] [neutron] Specs for K release

Thanks for your feedback.

So I will create a branch for my bp, add the kilo folder and commit it
together with my spec.

To get sphinx running I also had to make changes to the toc tree in 
nova-specs/doc/source/index.rst

I will also commit this change within my branch, right?
