reposting.
any pointers from folks on the group?
i dont see the errors below when running gate jobs manually, but when triggered from zuul, the tempest venv setup fails while trying to fetch some of the oslo packages. earlier i was seeing errors in oslo.il8n, now oslo.utils
my first question, is if the package with the same version is already available on the system, is it expected for tempest to try and fetch it from a mirror?
2nd, since it doesnt seem to be a connectivity issue (the manual build works fine), why is the package not available at 
lost..

Requirement already up-to-date: warlock>=1.0.1,<2 in /usr/lib/python2.7/site-packages (from python-glanceclient>=0.13.1->tempest==2.dev807.gfcd64c0)

all,
i'm seeing continuous errors when the gate script starts running tempest tests for neutron. it tries to download some packages even though these are visible in pip list output, and fails when trying to find a source for oslo.i18n >= 0.1.0. this is not happening one-shot, continuously, so i dont think there's intermittent connectivity issues.
interestingly, when i ran the same job on sandbox, it worked fine.

any pointers?
