Open Stack

Per decision in the the Solum weekly IRC meeting today, we will have the environment working group discussion via ML/etherpad. 

GOAL: develop a POV on
1. Which OpenStack program/projects should Environments live under
2. What projects does Environments depend on (Heat, Keystone, OpenStack congress, etc.)
3. What discussions do we need to drive in the OpenStack Atlanta summit to get "Environments" added to relevant project roadmaps
