[openstack-dev] [Neutron] - Evacuate a agent node

At eNovance, we have implemented this feature as a service:
https://github.com/enovance/neutron-l3-healthcheck

It checks L3 agents status and reschedule routers if an agent is down.
It's working for Grizzly and Havana (two different branches).
