Open Stack

This small patch is needed for the pxe orchestration integration that
will (finally!) permit using Neutron DHCP rather than a manual dnsmasq
for Nova baremetal (and Ironic).

We only found out that this was buggy when integration testing, and
this patch came in right at the end of the H3 mass of patches :(.

Without it, the DHCP integration is unusual. We could perhaps hardcode
the value in H, but that would make it spuriously different to what
would be in I.

So, I'd like a FFE for this patch, if we can.
