Open Stack

Hey everyone,

after much wrangling, we've come to something resembling a consensus: 
the weekly IRC meetings will be held on Tuesdays 19:00 UTC. This should 
accommodate the US folks (who always have it easy), and both lifeless 
and devs in Europe.

I'll send out the agenda for the first meeting later (at most 24 hours 
before the meeting starts).
