Yes, if this rpc notification mechanism works for all other components, e.g., Neutron, in addition to Nova, which seems to be the only documented component working with this notification system.

For example, can we do something like

Network.instance.shutdown/.end

Or
Storage.instance.shutdown/.end

Or
Image.instance.shutdown/.end
...
