Actually, not. The point of the test requirements is we've got
everything you need for tox, breaking it up and making it more
complicated seems counter productive.
# this massively speeds up pip install
export PIP_DOWNLOAD_CACHE=~/.pip/cache
Added to your .bashrc will reduce the network traffix needed for tox.
Also, I believe 1.6.1 will reuse envs by default.
