Hi,
I think that in the "Atlas/Libra" model loadbalancer is used in a similar way as the VIP object in Neutron/LBaaS.

Very likely. I'm in the process of planning an open Libra LBaaS meeting in Seattle next month. I'm more than happy to help collaborate on ideas for that.
