[openstack-dev] Remove tenant/project ID from Nova v3 API URLs

Going forward there's a strong case for removing it from all the APIs (Swift may be trickier based on the underlying structure?). However, it requires a major version rev of the API to remove, so it's not worth doing in absentia. I'll definitely be recommending it for future API versions of any service I see it in, and would love assistance from others in making sure it happens. :-)
