Open Stack

It has come up a few times where a reviewer will question if a copyright 
message in a patch is correct or not.
Is this something a reviewer is supposed to look at? How is a reviewer 
supposed to know if a copyright is correct or not?
I hear there is a current thread related to this on legal-discuss but I 
am not sure whether reviewers should have to pay attention to it.
