FTR, OpenStack doesn't do LTSes. Essex is now unmaintained... so Essex
-> Grizzly is as arbitrary as Diablo -> Grizzly.

Personally I see multi-release upgrading scripts as a separate project.
This same issue will be raised by other distros in the future with
different combinations, so having common helper functions to build such
scripts sounds like a worthwhile endeavor.

I don't think it's up for the upstream project to support whatever
combination each distro ends up needing... but I definitely think
OpenStack maintainers in distros can share the effort of building such
upgrade scripts.
