I think someone already working on that but just to be sure ...

Currently, all review fail on "gate-tempest-devstack-vm-*" with the
message below :

No local packages or download links found for oslo.config>=1.1.0
error: Could not find suitable distribution for
Requirement.parse('oslo.config>=1.1.0')
