Hi Duncan,
Thanks for the feedback. The design is made in a way which will support quota-classes and more complex use cases *in the future*. Yet, we do not intend to alter how per project and per project per user quotas work, meaning that quota classes will work for these cases.
In our design, the central quota management system stores hard limits for domain quotas and informs these values to the services using a REST API, in turn the services implements domain quota enforcement.

The quota model within cinder has moved on, and we now have per-volume type quotas in the pipeline... How can this be kept in sync with a central quota management system? We need to be able to register quota classes on the fly
