[openstack-dev] dummy Quantum plugin

Thank you Aaron, but I tested db_base plugin and I realized that Compute
(nova) uses L3 extension by default. It would be useful to have a dummy
Quantum plugin and the way to configure Compute (nova) to use it, having
basic local connectivity to the VMs.
