Like our own BoD, they are handling protection, promotion and empowerment rather than technical leadership. Mozilla's equivalent to the TC would be the Steering Committee, which has 10 members. Apache has no top-level equivalent, though each separate project has a PMC. Eclipse's equivalent would be in the various top-level committees (planning council, architecture council).
