I definitely prefer the model of creating resources on the api side vs the compute side. We are running into similar inconsistency bugs around volumes and block device mapping. The allocation of external resources should all happen in one place before sending the request to the compute node. Currently this is in nova-api although it may eventually be in nova-conductor as part of a workflow or even move up another layer into some new openstack-orchestration component.
