Matt, thanks for looking. I should have followed up with a note that I did
find what the problem was.

The Cisco plugin is a special case -- it is a wrapper that loads
sub-plugins. The database connection is specified in config file of the
first sub-plugin. By specifying that instead of cisco_plugins.ini everything
works.
