[openstack-dev] Adding a clean shutdown for stop/delete breaks Jenkins

Thanks Clark,

So the process would be to get a new version of devstack-vm-gate.sh merged in here first, and then submit my change in Nova right ? 

Is there any guidance on how I could check my change to the devstack-vm-gate.sh ahead of submitting it ?
