Well, it's not about the API, it's about the requirements for this BP,
which presumably the BP is meant to deliver on.
If we have a network Foo, with 2 DHCP agents A and B, then one would think
that it is not terribly useful to have those agents there just for the
purpose of handing out addresses A1 and B1 from different subnets: By
definition, since the network is one, then clients on it could connect to
either dhcp server - whether they get address A1 or B1 becomes
indeterministic.  An alternative approach would be to see agents A and B as
being part of a common subnet, in which case the agents need to divide or
manage the shared pool... Which was my previous question.
