[openstack-dev] [Ceilometer][Metering] Should Ceilometer adopt the HACKING guidelines?

I think we've been trying to follow them, but may not have done a formal
review since we were brought into incubation. Are there specific guidelines
we've missed that you have in mind, or is this a more general request?
