Open Stack

I've confirmed that the problem is on the cinder side.  For some
reason, no chunks are being downloaded and written, so the temp file
is 0 bytes.  Still don't know what's wrong with the code - it appears
to have been copied directly from the nova code which does work.
Stumped for the moment.
