The qemu-img error message could be improved here,
but it seems your backing file is not available.
$ truncate -s10M missing
$ qemu-img create -f qcow2 -o backing_file=missing disk
$ rm missing
$ qemu-img convert -f qcow2 -O qcow2 disk newdisk
qemu-img: Could not open 'disk': No such file or directory
qemu-img: Could not open 'disk'
