OK so to summarize this thread, here is my suggestion:

Let's have a StringFreeze at the same time as Feature Freeze (Feb 19),
affecting changes in user-visible strings.

What's OK:
Adding/changing log messages
Adding a missing description to a config option

What's not OK:
Changing a user-visible API error message
Changing a config option name or existing description

Reviews proposing such changes under StringFreeze should be raised on
the development ML for discussion on the benefits/drawbacks trade-off,
and to raise translators/documenters awareness on the exceptional change
should it be accepted. Lazy consensus should be preferred, but the
affected project PTLs has final say on what's acceptable or not.
