The plan right now is to update Nova to use Pecan for the v3 API in
Icehouse, but not WSME.

WSME may or may not come later.  A lot of nice improvements have been
made to WSME to remove technical boundaries to WSME adoption in Nova.
At this point, it's just a bandwidth issue AFAIK.
