I had to revert the cinder cli tests tonight, as it turns out they weren't parallel safe. Specifically when listing some of the v1 & v2 versions of quotas they were doing so at an admin level, which mean the creation and deletion of tenants from other cinder tests would often happen in between the v1 and v2 calls, causing a failure. This was starting to happen > 50% of the time, and was blocking the nova metadata server fix.
