[openstack-dev] [Heat] paste config changes

Hi Heat Packagers

Some config file changes have just landed in heat master which will have
packaging implications, here is a summary:
- heat-api-cfn-paste.ini heat-api-paste.ini and
heat-api-cloudwatch-paste.ini have been consolidated into a single
api-paste.ini
- api-paste.ini now has no user-configurable values, and /etc may not
longer be the best place to install it
- heat-api-cloudwatch.conf and heat-api-cfn.conf has a new
[ec2authtoken] section which users need to configure
- heat-api.conf, heat-api-cloudwatch.conf and heat-api-cfn.conf has a
new [keystone_authtoken] section which users need to configure

As an aside, the latest heat & devstack won't work together until these
are approved:
