Fair enough. I'll let Russell and Doug speak to the packaging state of
Oslo. FTR, Glance originally used the Swift-style config code and moved
to Oslo config without much pain. Part of the reason there wasn't too
much pain is because the folks like MarkMc who wrote oslo.config did so
with the compatibility of Glance and Nova's gflags implementation in mind.

But my big concern was whether there was any desire to align... and I
read from the above that there *might* be, which is a welcome thing.
