This one's probably a bit more tricky than just that--we use
Devstack in CI on more than only the most recent distribution
releases. For example, open-iscsi-utils is still a normal (not
transitional dummy) package in the most current Ubuntu LTS
(12.04/precise)...

It will probably need to be solved with a conditional install of
some sort.
