Open Stack

Heat 2013.1 marks a huge accomplishment of the release of Heat into an 
Integrated project.  This release has several new features:

* An OpenStack specific ReST API
* Quantum Integration
* Swift integration
* Yaml template functionality
* Stack update functionality
* Stack rollback functionality
* python-heatclient separated from the engine
* Separation of heat-cfntools into a new repo
* A significant number of bugs fixed

I'd like to thank Aarion Rosen, Angus Salkeld, Clint Byrum, Dirk 
Mueller, Ian Main, Jeff Peeler, Jim Jiang, Mark McLoughlin, Robert van
