stackforge is really just a place for people to use should they want for
projects related to OpenStack. (either pure ecosystem projects or
projects that are aiming towards incubation) There is certainly nothing
forcing projects in either category to locate themselves on stackforge -
but it's there for the folks who would like to align their project dev
tooling and process with the rest of the openstack projects.
